Who has the best rates and coverage for motorcycle insurance?

It depends on the state you live in, and many other factors. You are going to need to shop around and see what works with your specific personal information.
Insurance companies all use their own calculation methods to determine the rates that they charge. Some companies even use your personal credit score.
In South Carolina and several other states I have lived in, I have gotten the best rates from Progressive. Dairyland is also a good deal in some areas.

Impossible to answer without information such as…your age, type of motorcycle/cc’s, use of bike, your driving record, marital status and where you live and how the bike is stored.. Increasingly, many companies review your credit report as well.

Call around and you will find great deals. Dairy Land gave me the best deal on a GSXR1000 but they are not very good for the CBR1000.
Call around and see who has the best rates. progressive was too high for me.
Another thing; sometimes insuring two bikes will cost less than just 1. I have been ensuring a ninja 250 for two years now and I no longer own it. It saves me $15 a month to have it on the insurance.
