Health insurance is different from dental. The premiums aren’t based on your income – except welfare insurance – Medicaid and Medicare. You would do a search for "ohio medicaid" to get the website, and see if your income is low enough to qualify.
A regular health policy for you, with a low deductible, is GOING to cost $200 a month. If you want to take a high deductible, like $4,000, you can probably cut that in half – but YOU pay the first $4,000 of any medical bills.
Dental, well, I haven’t seen a private dental policy that pays out more than it costs. So run the numbers befor you buy one.

call your local social services agency, you might be eligible for something through them, if not they can refer you to low cost clinics / doctors / dental / vision.

Depends upon your definition of "won’t cost a whole lot."
If you want a plan without a really high deductible, you’re going to be looking at around $100 a month. (Assuming that you’re completely healthy.)
If you want a plan with a high deductible, you could get by with around $80ish a month, but keep in mind that you’ll probably have to pay the first thousand or more out of pocket for medical services before the insurer pays anything.
Those are ballpark estimates of course. And as a 21 year old female, you won’t have maternity coverage for those rates. (BTW – you might not think you need maternity coverage, but if you don’t have it and have an "oops" you’re screwed…you won’t be able to find maternity coverage if you’re already pregnant. Something to think about when deciding whether to skip a maternity rider.)
Your best options as a 21 year old would be:
1) Through your school, if you’re attending college. Most schools now offer student plans that are a better deal than individual plans you’d purchase on your own.
2) Through an employer. (Many minimum wage employers offer benefits – if yours doesn’t, try finding another job.)
3) If you have no other options and are truly low income, you could try qualifying for Medicaid.
Edit to add: mbrcatz might be in a higher priced market than Ohio. If you are healthy and don’t have any conditions that would bump up your base premium, you could get a SuperMed One policy through Medical Mutual w/a $500 deductible for around $140. (And the lower the deductible you take the lower the premium.) You can find a base quote for yourself by just entering your zip code here: http://www.supermedone.com/ (Obviously these rates are a ballpark estimate, because they aren’t taking your prior medical history into consideration. But, its something to get you started…you’d have to fill out an application to get an official, personal rate quote.) There are other insurers in Ohio that offer individual policies, of course…I just mentioned this one as a starting point b/c I used to work for that company and am familiar with how their individual policies work.
