homeinsurance.awardspace.us – try this one. I just get home insurance from them. As I know they provide such a service.

There is more than one type of homeowners policy.
On the standard HO3 form, as long as the house is owner occupied, this would be covered. But it takes a LONG LONG LONG time for water to get all the way down to the basement.
I think there would be a STRONG suspision that this is not an ice dam situation – but an ongoing maintenance issue, ignored by the homeowner. The adjuster will be able to tell if the damage is new, or ongoing.
Ongoing damage would LIKELY be excluded.
