Health insurance is not mandatory in CA; it’s an optional benefit. You can check with your HR department to see what is offered, but there is no obligation to provide healthcare benefits in California. (union contracts aside.)

There is no mandatory health insurance – there’s nothing that says an employer has to give it to you, regardless of the number of hours you work.
You need a different employer – one that provides health benefits. Tell your employer, you’d really like them to get a group health plan, it’s important to you. Then start shopping for another job.
