You get what you pay for. The average low/no deductible family plan costs $1200 a month. You can cut that in half, by taking a big deductible.
There’s no short cut, and anything cheaper than everyone else, is a scam.
You probably need to talk to some local, independent agents to get quotes for coverage.

If he is laid off before 12/31/09 and works at a company with 20+ employees, he is eligible for the COBRA tax credit. You only pay 35% of the COBRA cost. The company bills the rest back to the government.
