Proof of insurance is provided by your insurance company. The fact that you received a bill does not provide proof that you actually paid the premium that was due. Call your insurance company or your agent they can provide you the required evidence of financial responsibility.
Financial responsibility is required on any vehicle operated or parked on California roadways.
You must carry evidence of financial responsibility in your vehicle at all times and must be provided as specified below:
When requested by law enforcement.
When renewing vehicle registration.
When the vehicle is involved in a traffic collision.

It depends on proof for *whom*. The bill might be good enough proof for some purposes, but not for others.
Don’t you have a copy of your policy? Or the card that the insurance company sends you to carry around to prove that you have insurance with them?

Go to your bank and ask the for a copy of the check you wrote.
You may be able to view it online.
If you can show this WITH your bill, it may be proof.
The bill alone will never be proof enough.
Also call your insurance agency.
They may be able to send you an email as proof of insurance.

No, that is just a bill stating that you owe for the insurance. Your best proof is the card the insurance company sends you, however, if you need proof right away, go to your insurance agent and pay the insurance. They will print out a receipt, that will provide you with proof until your card comes.
