Can married have car insurance with separate companies?
fiance has 3 accidents on his record from 06/2006 to 08/2006 when his policy comes up in September they are raising his insurance 0 every 6 months. Can I move him to another company and stay with the current one?

You could, but that would be rather silly. You can only collect benefits from one insurance company, so why pay for coverage you can NEVER use. Your only real solution what would not penalize you for his driving habits is to have separate cars.

Talk carefully to your insurance company. Some that I have worked for will insist that spouses both be listed on both policies, because both are liable together in the event of a lawsuit against one. Other companies have no problem giving one spouse their own policy if the other has their own coverage and vehicle – this scenario does assume two vehicles between the spouses. It’s worth asking. But I don’t know if you will have an overall price savings. Probably better for the two of you to do some shopping and find a company that is a good deal for both of you.
