You are not eligible for the government-sponsored health insurance known as "Medicare". That is only available to Canadian citizens and permanent residences.
If you are coming to Canada as a tourist (temporary resident) or on a travel visa, you would have to obtain coverage through a third party.
You can purchase traveller’s health insurance from your country before starting on your trip. If you have a credit card, some of them offer travel insurance and/or health insurance for your trip. If not, try contacting a company like Blue Cross. They have a "Visitors to Canada Insurance Plan" that sounds right for you.

As a tourist you are not eligible for the Health Insurance Plan in Canada. You must pay . That simple!
