I read this story today: "The Obama administration is asking Anthem Blue Cross to justify its plans to raise health insurance …"
"Health and Human Services Secretary Kathleen Sebelius sent a letter to the company’s president on Monday calling the planned increases extraordinary and difficult to understand. She wrote that the company has an obligation to provided a detailed justification for the rate hikes to the public."

I thought that health insurers were state regulated and regulated by the NAIC–not the Secretary of Health and Human Services.

    Rates are filed in each STATE, not federally, except for Medicare.

    The obvious conclusion is, that the Obama administration has no idea how health insurance companies work.

    Insurance companies are licensed to sell insurance in specific states. There is no regulation of rates, the companies can sell their product for as much as they want to, They are profit making companies so the premium must cover the cost of medical treatments of the insured, dividends to the share holders, expenses of buildings, salaries and bonuses. Sibelius is trying to embarrass the company into not raising rates, this is the bully pulpit, it has no regulatory teeth.

    They are state regulated, not any of the fed’s business. Of course not Congress’ business to ask about Toyota’s recalls- that’s the executive branch responsibility or for Congress to investigate pro baseball– none of their business.
